The delegation of Startup Estonia and the “Garage 48” Acceleration Center, established upon the initiative of the Estonian government, got acquainted with the “INNOLAND” Incubation and Acceleration Center of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.
Wide information on operating Co-working, Incubation, Acceleration and IT Training, as well as the startups residing within the center, was delivered to the guests.
Then, the Memorandum of Collaboration was signed between parties.
The Memorandum of Cooperation involves the establishment of an entrepreneurial support ecosystem as well as the creation and development of investor opportunities in the relevant regions for local technology startups. Furthermore, it covers the adoption of mutually agreed measures such as an effective exchange of incubation and acceleration programs and exchange of information on the attraction of local and foreign investors and etc.
According to the agreement reached within the memorandum signed with the "Startup Estonia" Center, the initial assessment of the regional applications sent to the “Startup Estonian Visa” program will be implemented in Azerbaijan. Startups applied to the relevant program from the regional countries such as Russia, Georgia, Mongolia, Iran, and Afghanistan will be initially assessed by the “INNOLAND” Incubation and Acceleration Center. Only startups that have successfully completed the initial stage will be able to move to the next stage of the program. This will play a significant role in attracting regional start-ups and projects to our country and increasing the success potential of the startup ecosystem.
The “Startup Estonian Visa” Program was established in 2017 on the joint initiative of the Estonian Startup Committee and the Ministry of Internal Affairs of Estonia. The main goal of the program is to facilitate the entry of successful startups and projects of non-EU countries to Estonia. Thus, successful startups sent their applications to the “Startup Estonian Visa” Program are provided with a special code through which the applicants and their team members may obtain a permit to live up to 5 years in Estonia.
The 2nd Youth Networking Forum Took Place
On August 31, 2025, the opening ceremony of the “2nd Youth Networking Forum for Youth in Support of the Sustainable Development Goals” was held at the “INNOLAND” Incubation and Acceleration Center. The event began with the State Anthem of the Republic of Azerbaijan, followed by a one-minute silence in memory of our martyrs.
The purpose of the forum was to promote networking among youth and knowledge exchange on innovation and the Sustainable Development Goals. Within the framework of the forum, opening speeches, panel discussions, and team-building games were organized. Participants, representatives of government bodies, and innovation centers came together to discuss new opportunities for collaboration.
During the opening panel, the project manager Nigar Isgandarova spoke about the essence of the event and the panel discussions awaiting guests. Speeches were also delivered by Rustam Hasanov, Adviser to the Minister of Ecology and Natural Resources; Seyfur Hacimuradov, representative of the Youth Foundation of the Republic of Azerbaijan; Vurgun Hajiyev, Adviser to the Board of the Innovation and Digital Development Agency; Nigar Khidirova from the Agrarian Innovation Center; Nicat Amiraslanov, Director of the “INNOLAND” Incubation and Acceleration Center; and Etibar Khidirov, Head of the Supportive Community Center and expert of the “SDG Youth Community” initiative group.
The forum began with the first panel on “Digital Development Agenda: SDGs in the Era of Innovation,” moderated by PhD candidate Mirlazim Dadashov from Bahçeşehir University. Panelists Samir Qadirov, Community Head at SABAH.HUB Innovation Center; Nurlan Ahmadov, lecturer at Baku State University; Tural Rahimov, Digital Media Planner at Universal McCann Azerbaijan; and Vurgun Hajiyev, Adviser to the Board of the Innovation and Digital Development Agency, discussed the impact of digital development on SDGs.
The second panel, titled “Digital Development and New Approaches in Management,” was moderated by business development expert Rashid Bayramli. Panelists included ERP systems expert Aytan Vahidova, transport expert Rauf Agamirzayev, Head of Department at the Social Research Center Seymur Aliyev, and IT management expert Serkhan Talibzade, who presented modern approaches applied in digital management.
Following the panels, a team-building game was organized, moderated by Hunar Alkhanov, member and Communications Manager of the National Board of ESN Azerbaijan. Participants also discussed collaboration opportunities with various organizations during networking breaks.
The event concluded with an awards ceremony and commemorative photographs.
President of the Republic of Azerbaijan Ilham Aliyev and the first lady Mehriban Aliyeva have attended the inauguration of the administrative building of E-Government Development Center under the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.

The President`s Assistant for Work with Law Enforcement Bodies and Military Issues, department head Fuad Alasgarov and chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan (ASAN Service) Ulvi Mehdiyev informed President Ilham Aliyev and first lady Mehriban Aliyeva of the conditions created in the building.
The building will feature the INNOLAND Incubation and Acceleration Center as well as the IT Training and Education Center.
President Ilham Aliyev familiarized himself with the INNOLAND Incubation and Acceleration Center. INNOLAND is an incubation, acceleration and research center created to develop the private sector, promote innovation and expand the startup movement both in Azerbaijan and beyond its borders.
The IT Training and Education Center is a place where young people will be taught programming, information technologies, and coding skills.
